The size of this group has changed little over the past three years, despite ongoing government and social service programs to encourage internet adoption in underserved areas. A Pew Research Center survey found some key reasons that some people do not use the internet.

Seniors are the age group most likely to say they never go online. Rural Americans are more than twice as likely as those who live in urban or suburban settings to never use the internet. And while there have been consistent racial and ethnic differences in internet use since the Center first began measuring the activity, today, whites, blacks and Hispanics are all equally likely to be offline.

There were not enough Asian respondents in the sample to be broken out into a separate analysis. Despite some groups having persistently lower rates of internet adoption, the vast majority of Americans are online. Over time, the offline population has been shrinking, and for some groups that change has been especially dramatic.
